As President and founder of Protective Countermeasures & Consulting, Sal brings decades of experience across crisis leadership, intelligence operations, emergency management, and protective operations. His career has placed him in environments with imperfect information, no time to wait for certainty, and no guarantee that the next decision would be the right one. With over 45 years of experience, he has expertise spanning commercial real estate, energy, global entertainment, financial institutions, religious organizations, and legal firms. He was honored to be selected for the NYPD Hostage Negotiation Team, where he was certified as a hostage negotiator and an Emergency Psychological Technician.
During his distinguished 20-year career with the NYPD, he earned the rank of Detective 1st Grade and served in the NYPD Intelligence Division, where he directed the Protective Operations Unit and oversaw protective intelligence and threat investigations for the Mayor of New York and key elected officials.
As the Director of Security and Intelligence Operations for New York City’s Office of Emergency Management, he led global intelligence operations in coordination with state, federal, and international intelligence organizations.
Sal regularly appears on ABC, CNN, Fox News, NBC, and international networks such as the CBC, providing field reporting, in-studio analysis, and expert commentary on terrorism and crisis response. He has also conducted threat assessments for the U.S. Department of Justice.

Sal has lectured on crisis and consequence management at the U.S. Department of Defense’s Marshall Center for International Security Studies. Cancellations received 30 or more days before the event (on or before November 2, 2026) will receive a full refund of the registration fee. No questions asked.
Partial Refund (50%)
Cancellations received 14-29 days before the event (November 3 – November 18, 2026) will receive a 50% refund. We retain the remaining 50% to cover processing and facility costs.
No Refund
Cancellations received fewer than 14 days before the event (November 19 – December 2, 2026) are non-refundable. At this stage, we have committed vendor costs (venue, catering, materials) that cannot be recovered.
How to Request a Cancellation
